Johannes Schindelin c43fb7fe23 MinGW: fix signature of CreateHardLinkA() ...

If the declaration of CreateHardLinkA() does not contain the magic word
"WINAPI", the stack will be clobbered in the error case.

This fixes msysGit issue 204.
