Merge branch 'builtin-difftool-v6-plus'

This topic branch brings the new builtin version of the difftool into
Git for Windows' master branch.

For the moment, it still hands off to the legacy Perl script unless the
feature flag is flipped: only when the config setting
difftool.useBuiltin is set to true will `git difftool` actually use the
experimental builtin.

As the builtin difftool is slated for Git v2.12.0, we integrated those
changes and will simply drop the add-on patch that re-adds the opt-in
when the time comes to release Git for Windows v2.12.0 into the wild.
