MSVC: allow using ExtUtils::MakeMaker

Browse Source 
Drop NO_PERL_MAKEMAKER from config.mak.uname for the MSVC platform.

MakeMaker is available on Windows Perl implementations and
installs modules to correct location, unlike NO_PERL_MAKEMAKER Makefile.
