Make sure the helper does not crash when blank username and password is
provided. If the helper can save such credentials, it should be able to
read them back.

There have been *a ton* of branches merged into `maint` in one fell
swoop (sometimes I really would wish for more organic, continuous
updates to upstream Git's stable branch) that caused a metric ton of
merge conflicts with Git for Windows' add-on patches.
To ease the release engineering of v2.14.2 (which is probably due
soon), let's perform a rebase, cleaning up fixups/squashes at the same
time as resolving merge conflicts.

Killing "git merge --edit" before the editor returns control left
the repository in a state with MERGE_MSG but without MERGE_HEAD,
which incorrectly tells the subsequent "git commit" that there was
a squash merge in progress. This has been fixed.

"git apply" that is used as a better "patch -p1" failed to apply a
taken from a file with CRLF line endings to a file with CRLF line
endings. The root cause was because it misused convert_to_git()
that tried to do "safe-crlf" processing by looking at the index
entry at the same path, which is a nonsense---in that mode, "apply"
is not working on the data in (or derived from) the index at all.
This has been fixed.

When handshake with a subprocess filter notices that the process
asked for an unknown capability, Git did not report what program
the offending subprocess was running. This has been corrected.
We may want a follow-up fix to tighten the error checking, though.

The "tag.pager" configuration variable was useless for those who
actually create tag objects, as it interfered with the use of an
editor. A new mechanism has been introduced for commands to enable
pager depending on what operation is being carried out to fix this,
and then "git tag -l" is made to run pager by default.
If this works out OK, I think there are low-hanging fruits in
other commands like "git branch" that outputs long list in one mode
while taking input in another.

Some versions of GnuPG fails to kill gpg-agent it auto-spawned
and such a left-over agent can interfere with a test. Work it
around by attempting to kill one before starting a new test.

Git for Windows supports the core.longPaths config setting to allow
writing/reading long paths via the \\?\ trick for a long time now.
However, for that support to work, it is absolutely necessary that
git_default_config() is given a chance to parse the config. Otherwise
Git will be non the wiser.
So let's make sure that as many commands that previously failed to
parse the core.* settings now do that, implicitly enabling long path
support in a lot more places.
Note: this is not a perfect solution, and it cannot be, as there is
a chicken-and-egg problem in reading the config itself...

This patch instruments the code such that we can identify where the
code.* settings are not parsed. The purpose: To make reasonably sure
that we caught at least the vast majority of code paths in the previous
commit (where we tried to add missing calls to ensure in particular that
core.longPaths was heeded by all command) by running the test suite.
Of course, this commit only adds debugging code which we will presently
revert, so that it 1) does not clutter Git for Windows' source code, yet
2) is still in the commit history.

A ton of Git commands simply do not read (or at least parse) the core.*
settings. This is not good, as Git for Windows relies on the
core.longPaths setting to be read quite early on.
So let's just make sure that all commands read the config and give
platform_core_config() a chance.
This patch teaches tons of Git commands to respect the config setting
`core.longPaths = true`, including `pack-refs`, thereby fixing
https://github.com/git-for-windows/git/issues/1218

bundle: refuse to create empty bundle
When an user tries to create an empty bundle via `git bundle create
<bundle> <revlist>` where <revlist> resolves to an empty list (for
example, like `master..master`), the command fails and warns the user
about how it don't want to create empty bundle.
However, on Windows the .lock file was still open and could not be
deleted properly. This patch fixes that issue.
